			<content:encoded><![CDATA[<p>As many of you know, the Obama administration has asked for a 60 day moratorium on new rules published in the federal register.  Although this is standard procedure for new presidents and the SEC, as a regulatory body and not a governmental department, might comply with the directive.  The only impact I see of this action on the first wave of SEC filants, provided no changes are made in the final rule, is a delay of being able to see and interpret the details of the final rule.  Software vendors are going to be in a bind if the new rules are difficult to quickly implement.</p>
<p>The participants in the first wave of XBRL, large accelerated filers (foreign and domestic) with world wide capital float over $5 billion, should read the details recently published on the SEC website as draft amendments to the EDGAR filing system.  The revised EDGAR filing manual can be found here:  <a href="http://www.sec.gov/info/edgar/edgarfm.2.10_d.htm" target="_blank">http://www.sec.gov/info/edgar/edgarfm.2.10_d.htm</a></p>
